I'm going to put Tahitian moon sand in my 10 gallon. Is sand an acceptable substrate for growing plants?

Yes

It is easy to plant in, but it is useless otherwise. Sand is a good planting media, but it harbors absolutely no nutritional value for plants. I personally recommend against doing this, unless you are going to put a thin layer of laterite/flourite.
