Sand from Retention Pond

Living in Florida, there are alot of retention ponds around, can I use sand from one of these as a substrate for my tank?

Your main concern is bringing some unwanted organisms into your tank. Putting the sand into a large rubbermaid, adding tap water (has chlorine) and either more chlorine (from a pool shop) and a few caps of bleach should sterilize the whole batch. Using boiling water may take a longer but will avoid using chemicals.

In either case, rinse thoroughly afterwards and you're good.
