Sand or Gravel (Also other tankmates)

Here is what I plan to keep:

1x Black Ghost Knife
1x Brown Ghost Knife
4x African Butterfly Fish
1x Borneo Python Eel or 1x Zig Zag Yellow Tail Eel

I might keep a baby whale instead of the 2 Knives.
I might keep a South American Puffer
What else could I keep?
The tank is 60 uk gals (70 us)
Should I use Gravel Or Sand?
Live plants and driftwood?
What Decor?

That sounds good for now but i wouldnt keep a puffer with eel or butterfly fish and knife fish the puffer will be far too tempted to nip the fins and could really do a lot of damage.
I have heard that whale cats can do a lot of damage to other fish and are not good aquarium subjects so i would stick to your origional plan.
The tank will need upgrading as the eels and the BGK get big but that will be a long way away.
I would go with quite dim lighting with lots of wood and java fern.

UPGRADING ?!?!? screw that idea then.

Minimum tank size recommended for a full grown BGK is 90g.

For the eel to burrow, small-sized gravel is a good substrate. Have you checked out fire eels? They're beautiful but they do grow to 2'.
 
i love fire eels but i wouldnt limit a creature of that beauty to my tank
