I agree that it's slim like a male but I'd expect larger odontodes on the pectorals at that size. Ovipositor also looks rather short for a male.
At least to my eye. I've been wrong plenty of times before.
I'd also expect the adipose fin on a male to have more of a curvature to it and have some odontodes on it as well.
