Scat developing white fungus? PICS! HELP PLEASE!

Hey guys, I had a red scat a few months back very juvenile, and one morning almost over night he developed these little white puffs on his body and died within the same day...

several months later I am retrying my tank with a green scat, and the same thing is happening, however hes acting normal and has been for the past few days. I dont think its ich, because no one else in the tank is affected, or has ever had ich.. so Im not sure waht it is.

What should I do? If it is a fungus, I can set him up in a 5.5 gallon and treat it with medicine... any advice, please let me know. It is getting progressively worse with more and more dots....

scats are brackish-salt water fish. If you're keeping it in freshwater, that may underlie the problem itself, and a transition to water of suitable salinity/mineral content would be your first step. If/when the water salinity is no longer a problem, I'd go with the quarantine+medicine combo.
