Scat, Puffer, Goby Tankmate questions

I am rescuing a Red Scat from someone who wants to get rid of him. He will be in a 55 gallon for now. (brackish, of course). I plan to get a few more Scats to tank with him. (Yes I know how big they get and will upgrade as they grow).

I really would like to put a few figure eight puffers with him but am getting conflicting information in my research on if they will do well together.

I was also considering a dragon goby.

Any thoughts, warnings, suggestions? Thanks in advance.
 
Also, I currently have white gravel in the tank I will be making brackish for these guys. I have 50 pounds of Caribsea natural substrate...it's larger grained than sand but not quite a gravel.

Would the Dragon/Violet do okay with the white gravel or should I change to the Caribsea substrate? I rather like the white gravel as I have a lot of agates for decoration and they show up well against the white, but I'm more concerned about the comfort of the fish.

scats,gobies,dwarf puffers and violet goby are all getting along in my tank although the smaller fish do get knocked about a bit when the scats are on one.There is no bullying but then again i may just be lucky,as for the substrate i have silver sand and the colour dose not seem to make any difference.

Didn't mean colour, was referring to the size of the substrate...I've heard gobies don't do well in gravel, but I didn't really want to change it out if I didn't have to.
 
Ah gotcha , i think some fish can get a bit upset if the substrate is too light and thats what i thought you were asking. Most if not all gobies like to dig so i would go for sand
