do any scats not need brackish water?

according to Dr. Paul Loiselle, who's studied Malagasy fish for many years, a curator of New York Aquarium., said that there are landlocked populations, and they do no need any salt in their water, referring to Scatophagus teracanthus. This is however are very rare fish, if you google it, you'll only find a few pictures on the internet.
