I have A 140 gallon sump I have A pad bio balls on the intake side and sponges in bewteen both sides.
I have very little room on the intake side but lots of room on the return side.
My thought was to take A bunch of scrubbies make A egg crate cage for them and stick them in the return side because I have plenty of room, can this be done and be effective ?
Any other suggestions would be apreciated

It sure can be done. Another thought (which I prefer, personally) is to use laundry bags from Walmart and pack them with ceramic rings or pond matrix.

I prefer this over scrubbies for two reasons:
1) the laundry bags are flexible so you can mash them into spaces to manage water flow. Not something that can be done easily with rigid material like egg crate.
2) cleaning. Every now and then if you decide you want to remove that media for any reason the Landry bags to not break. Rigid materials can get brittle submerged under water for long periods of time.

Are you adding to increase your bio filtration as the bio-balls isn't sufficient? As you know BB grow everywhere and we put filtration in sections but nothing stopping BB from growing. The chamber of egg crate would be fine holding scrubbies I would think.

yes I am looking to increase my bio filtration
I also am thinking of adding some swiss filters foam sheets to the sump
