Probably so. The only possible issue would be the pleco sucking on the bichir and eating it's slime coating.

Everything sounds fine except for what was mentioned above, but IMO Red taileds aren't very 'friendly' unless with a partner.
I had one that killed a Yellow Lab Cichlid twice his size

other than the pleco, a small clown loach could also be a problem. Just make sure it can't fit into the bichir's mouth
