Lighting: 2 hours a day
Feeding: I feed tilapia and other ocean dwelling species using tweezers. I feed minimal pellets, as I did read about this.
Plants: Only the floating plants that I hope will outcompete algae
Fish: only 1 Delhezi Bichir

Tilapia are generally freshwater, not ocean dwelling
I would blackout your tank for a week or two (ambient light will be fine for the fish) and do a couple big WC's, removing algae as you go
