Setting up a 12 gallon?

So as my 2 new 125 gallon tanks almost arrive at "fully set up" I feel like I need something else... Not that I can fit much more in my 1 bed room apartment, but I feel a little 12 gallon would round everything out nicely. Found one that would make a good counter tank; 3 feet long (can use my nice old light from my 55), and then... Well skinny by skinny =P

Anyways, I'm thinking a 20 gallon sponge filter, no heater (tank is inside and house rarely drops below 75), and "heavy" planting.
A) Do y'all think that in general that setup would work?

B) My biggest question, what to stock? Stuck between a few ideas. Nice Betta, killifish, pea puffers? Also seen some pencil fish that seem really cute.

C) Where can I get nice bettas?
 
Online sells some really nice ones but then again I picked up 4 nice ones at my local petco. Not show quality but nice for pet.

Ya they can have some "nice" ones but I really like stuff like the Plakat type. Also I like the black and white, black and blue or blue and gold.
 
Also I'm not opposed to invertebrates either. Some fancy shrimp would be cool if they won't get eaten.
