setting up a planted tank???????

Alright. I want to set up a planted aquirium. I have absalutly no experiance with one but I love the look of them. Ive read all the stickies, But I still have a few questions. I was thinking of setting one of my 75 gal. aquariums up as a planted tank. All I have ever used are wet/drys, and it says they arnt the best for a planted tank?? I do have a magnium 350 canister filter. Would this be sufficiant?? Also that filter has a bio wheel on the return line. Would I be better of removing that???? Would I be able to keep blood parrots, and a few smaller ciclids in a planted tank. I was going to use 4 65w floresants for the lighting. Im trying to do this as cheap as possible. I have a bunch of driftwood to use already. I think Im going to try it wwithout a co2 set up at first. But I am going to eventually hook up a setup. A good friend of mine owns a welding supply store. So I can basically get alot of the stuff for free-tank,regualator,ect.. But I just need to do a little bit of researce before I make that step. Can anyone reccomend a cheap way of setting up a planted tank, as far as the substrate, and plants???? I was hoping to be able to switch it over to a nice planted tank for $150 or so. I have the lights and magnium canister filter. So basically all I need to do is buy the substrate and plants. Do you think it would be possible to have a nice planted tank on that budget?????? The cost of plants will run you near that, and the substrate will cost quite a bit. I'd be aiming for 125-150lbs of substrate for that tank. I personally prefer the use of Flourite, but that is my preference. That alone would run you very close to $150 as well. The co2 will be needed if you run that much light, or you will have more algae than plants.
 
No wonder my last planted tank got overwhelmed with algae...I just got a co2 setup and I redid the tank so hopefully the algae wont take over again. thanks for the info WyldFya!
