Setting up an aquarium some questions?

Right i'm setting up my new 60 gal tank but with the background, the substrate(Not sand but not gravel quite fine) Its approx capacity is 55 gals.Im rinsing out gravel now and ive been washing the same gravel for atleast 2 hrs now and the water is still slightly cloudy...This normal?But ive started to use smaller amounts and it's working the best but itll take ages to do the full 2 bags ='[[

not much choice but to rinse rinse rinse. you can let it settle in the tank, but you don't want dust on top of the substrate...it's a pain to get rid of

what substrate is it exactly
