setting up new 20 gallon native

well im setting a new tank up for a native fish or two, i plan on keeping a blue gill and a pumpkin seed in hopes that they might breed i have larger tanks that i am willing to move them to so its not out of the question i also have a convict and jack dempsy that will love to eat the left overs

How big are your other tanks? That tank will hold one pumpkinseed, but is too small for a bluegill, even by itself. There are other, more appropriate native fish for a twenty gallon, such as mudminnows (AKA "pygmy pike"), many true minnows, darters, killifish, sticklebacks, etc.

If your heart is set on a group of sunfish, consider Enneacanthus species (native to PA but may be protected- check with your DNR) or one of the small southern/midwestern species such as orangespots, bantams, dollars, or northern longears.
 
Even a 55 is not big enough for a bluegill long-term. Bluegills and redears get more than a foot long, and a 55 is only a foot wide. You could keep a group of pumpkinseeds or any sunfish besides bluegill and redear in a 55. Keep the 20s for quarantine or growout tanks.
