Severum Aggression Help

I have 2 rotkeil sevs and 1 EBJD (2") in my 40 gal growout. One sev is about 3" and the smaller sev is about 2".

The larger sev seems to be taking out a lot of aggression on the smaller sev and the smaller one has darkened up and seems very stressed and hides up at the top of the waterline.

I have tried re-arranging the tank several times but it hasn't stopped the aggression. Both of the sevs were originally put into the tank at the same time.

I do have a 125G with one 6" severum and 2 nics (4-5"). Should I try moving one of the severums from the 40 gal to the 125? Think it will be okay in the big tank? I'm worried the larger fish might terrorize it and I'll end up with the same problem I have now.

Only thing I can tell you is to try what I do in the same situation:

When one of the fish in my grow out starts to bully the others, then its time for them to take a shot at living in the big tank.

Worst case scenario, unless you have a fish that can swallow the "new guy" whole; and all of the fish pick on the new smaller one. Would only be that you'd have to move it back to the grow out and try something new.

FYI,
I had two red spot sev from the same spawn and on2 bullied the other no matter what I did. They were about 2-3 inches at the time and I picked one and rehomed the other. Currently my single rotkeil male rules my 120 gallon and is bullying another fish that I may have to rehome too. The rotkeil is clearly dominant over the red spot despite being smaller but they don't really get into it. While so far my sev are not killers, they can be bullies.
