I agree looks like a rottie, might turn out to be a real looker too.
 
I'm not sure I would say it is definately a rotkeil. I have a sev from rapps that was sold as a rio tapajos efasciatus that looks nearly identical to yours. To me the coloration is not correct for it to be a rotkeil. Rotkeils generally are a nice green/turquiose while yours and mine are both more of a reddish base. Mine is about 4.5-5". I was going to wait until it gets close to full grown and send a picture to Jeff to see what he thinks it is.
 
I dont know what that is.. But I'm pretty sure thats not a Rotkeil!! I have rotty's and they are a bit pail looking at that size and there is no red on their anal fin yet! hummmm.. But if it is, boy oh boy that is gonna be one stunning looking RotKeil!!!
 
Your's looks female to me which would be even more evidence against rotkeil because young females seldom have that much red.

JD - we touched on this before....I believe "efasciatus" means "no [vertical] bar"? And rotties can get colorful when they are 4"....here is my male when I first got him:

But I do agree that there seem to be two base colors for "rotties", one is more bluish and the other more yellowish...it's NOT lighting....the base color of my other rotties (from a different source) looks quite different
