sexing red foot tortoise

at what age/size can you begin to accurately sex red footed tortoises...i have read up on how to sex based on tail/plastron shape and concave but considering they are one of the smaller tortoise i was wondering if anyone knew when about you can make even a reasonable assumption on the sex...thanks.

actually while i have you what is a good bedding to keep them on so that i know...i have read damp peat moss or coconut husk but i live in a humid enviorment (hawaii...still tropic climate like SA)...so i was wondering would the bedding really need to be damp...

can nobody help me with my quest on figureing out at what size these tortoise can be sexed at...i searched all over the net and no age or size given to sex only how to...and i know how to...

and im probably going to use paper towel/ unused butchers paper as abedding while they are young then switch them to alfalfa hay and coconut shavings when older...sound good.
