Shipping to another country

If I am going to ship my fish to another country (Canada to United States), do I need to have some kind of permits or papers before my fish can board the plane?

if its a species that is illegal in the US in anyway then im pretty sure you need a permit to transport it. otherwise i wouldnt think so. Then again im no expert
