Should I make a shoal?

I recently got 3x 3" Zamora cats . One died in qt so I have 2 . It was the first time i seen them in any lfs and for $3 each. I've read on their care sheet they like large community and shoals. I wanted to make a nice shoal of 4-5 wood cats possibly other shoals of community fish also . So my question is should I make a shoals of wood cats and were can I find more?
