Should I pull this fish

I got 4 very small 1inch fire mouth Monday and all look good except one that is breathing really rapidly the other 3 look normal. The one is breathing 2x as fast. Also noticed 1 white dot on it's tail. What do you think? Should I pull the fish to avoid possible infection? Or is that an over reaction?

I personally would treat all 4 with general cure.

Just the one dot and the rapid breathing. Also the behavior is different the fish that are breathing normally are down low in the rocks hunting, this guy is mid tank staring into space....

I added a tablespoon of salt for each 5 gallon and temp is at 78
