That usually means they are very dehydrated, to say the least. This is common in fresh imports. Keep up on feedings and keep them with fresh water at all times. Soaking also helps.
Well, if it's big enough, then yes. Use an appropriately sized container and let it soak for about 15 minutes once a day, but if you follow the other guidelines you should be okay.

it's a ball python, just got it, it's around 16-18 inches, female, it's eaten twice and I got it last thursday.. ate the first night and ate just night before last. it's got a big water bowl.. I imagine I should raise the humidity in the tank.. I'm going to get some spagnum moss anyway.. but I should get a spritzer I think.

Just make sure he is getting enough water. Put the bowl up against the side of the cage so he finds it easy. They tend to go around paremater of cage and will not find bowl easy if it is in the middle of cage. I do not think you have anything to worry about.
