I have a guppy with a couple of fry my Double tail Betta is making sure nothing happens to them. In fact he pushes food to them is this normal?

Fishermen call that "chumming the waters" :)
 
Sorry, lame attempt at humor. Chumming is tossing cut bait or other "fish attractants" into an area over and over. Basically, it's enticing fish into a central spot.

Sorry, my reply wasn't helpful at all, but seeing a betta pushing food to guppy fry in my mind, well, this was the first thing that popped up :)

To answer your question, no, it doesn't seem normal to me at all. Very, very cool maybe! But not normal :)
