Shrimp climbing out?

My tank has 2 anubias, hairgrass

I dont know why my shrimp have recently all swarmed to the top left of my tank and this is next to my air stone. i added diy co2 for a few weeks now and they seemed fine until today. Also, i just added a bundle of HC (baby tears) to the bottom layer of the sand. None of them are on the substrate. What could be the problem?
 
Maybe the co2 just accumulated to unsuitable levels within the few weeks and they're by the surface and by the air stone to get more o2? Not too sure, just what I think the problem could be. Check the co2 levels in the tank and if it's too high add more plants.
 
I agree. Sounds like they are trying to find air. Fish usually go to the surface and start gulping for air. It seems the poor shrimp are stuck in this situation. Yeah I was about to start up a DIY c02. But after reading how you can't control the output I got scared off. My stock is too valuable to me to risk.
 
I am running DIY CO2 and an airstone. I have Red Cheery Shrimp
