my 38gal has an angel and a blue acara among other things, and im wondering if i would be able to get some various freshwater shrimp to hang out in my mass of hornwort without them being eaten.
opinions?

Maybe a bigger shrimp, like a bamboo or African filter shrimp, would work. I'm pretty sure an angel would devour little shrimp.

bamboo shrimp are cool. but cherry or bumble bee shrimp would look awsome... not sure if the blue acara or angel are capable of eating the smaller shrimp

Bumblebees are bite-sized. So are cherries, crystals, snowballs, and all the other Caridina and Neocaridina species. Ghost shrimp (Palaemonetes species) would probably also be eaten, except for the largest individuals (and those might just have their limbs pulled out). Larger longarm shrimp (Macrobrachium) would be a threat to the fish. I think the big filter shrimp are about it as far as angel-compatible shrimps go.

Amanos might work. How big are your angels? I keep amanos with my adult discus with no problems. Is this tank planted?

the angel is 1.5" now and the acara is 2".

its moderately planted, ill get some pics this afternoon/

here's some pics taken with my phone to show how many plants are in the tank and where they are placed.

1st pic is taken from the right side of the tank
2nd is taken from the left side of the tank
3rd is the full tank shot, taken from the front of the tank.

I think you could probably get away with amanos. I don't know much about acaras, but at the size your fish are now, adults amanos are almost the same size. I keep them with my adult discus, which are 5" and have no issues. YOu could add some moss to your driftwood to give the shrimp a hiding spot as well.
