I bought a clown knife from a petsmart and its in horrible shape its fins are all shredded up and it cant swim well at all and i don't want it to die. I have stingrays and lots of plants in the tank so salt is out of the question with the plants but would melafix work or would it hurt the rays?

Salt is not necessary anyway. Keep that fish in a hospital tank and do daily water changes with varied diet until it recovers completely. You do not need any medicine for injured fins.
How big is the clown knife? If tank is not an option, a rubbermaid will do it but keep the lid tight in case this jumps out. Use heater and sponge filter only.
Are there any other fish in the 20g? The rubbermaid is a good option and should work just fine if the 20g houses other fish. Do water changes as you monitor the water parameters regularly.
