Sick fish - help

My pink tail chalceus has been in a bad way since the quake in feb. He had finrot and wasn't eating and was freaking out all the time.
He is eating again and now looking fine except for the fact that he swims in a head down position, as his back half floats upwards. He looks almost normal when he is constantly swimming but it is obvious when he is resting.
I see him gulping a breath of air from the surface maybe every minute( he is a characin so this is not normal), and I know he never used to do this. I have been doing about three 50% waterchanges per week and have overfiltration and enough surface agitation. The only thing I can think off is that it is a swimbladder problem, but it could just be because he is always taking in air? There is no obvious signs of gill damage but maybe there is internal damage or something that renders him unable to get enough o2 from the water?
Is there anything I can treat this with or anyone who has had a similar problem?
