Sick minnows, Need help/info

Ok so my step dad bought some feeder minnows that are being kept in my 30gallon tank, and now they are developing some illness their back half is turning white and discoloring and their tail fins are shreding to the point there is nothing left and are having trouble swimming, this has already killed 2 minnows and another 3 are infected. What should I do, What is it, how do I treat it and after the minnows are gone do I need to scrub it down before I can put more fish in it?

sounds like saddle disease, also goes by name columnaris. Highly contagious and deadly bacterial infection
 
If this is columnaris, how should I go about cleaning my tank/filter etc for use again with other fish, its not worth treating a dozen or so feeder minnows imo
