So I moved my 100 gal from my bedroom to the living room, afterwards both my Oscars were very stressed, which is normal.

That was 3 weeks ago, one of them is fully recovered, but the other is barely eating, and spends all day laying in the bottom of the tank.

Also, this same guy's fin started to shred at the the very edge, they're almost completely healed by now, but he still doesn't eat and is sulking. I know Oscars are big drama queens, but it has been several weeks and he still looks miserable.

Any ideas?
 
Water parameters?

If it had only been a week or two, I'd tell you not to worry. Oscars usually won't wait that long to start eating again. You'd be suprised though. I had to temporarily move one of my O's to a tank on the other side of the room once and he wouldn't eat for about two weeks, then one day started back up like he hadn't missed a beat. On the other hand I have an uncle that did something similar (moved an O to his upgraded tank) and it did the same thing yours is doing to you. It's like their ticked off about the move or something. He ended up giving him away and the day that the Oscar had a new home with the person he gave it to he started eating again.

I'd say give it a few more days and only feed every other day. If that still doesn't work, you might try posting in the CA/SA cichlid section.
 
I would double check the water parameters, the move may have negatively affected the bio-filter
