Sick Oscar?

I have 2 Oscars, one is a little more than an inch and the other is a little more than 2 inches. Yesterday the smaller one was in the corner kind of on his side (on a diagonal) and he's been like that ever since. We checked the water it was all fine, the temperature is fine, the other Oscar is perfect so just the little one is in bad shape. He has no sign that he was harmed in any way, fins and scales are fine, his color and his eyes are fine too. He will get some bursts of energy if we come near the tank and he thinks he's getting fed but most of the time he's just swimming slowly, staying at the same spot, and on his side. We did feed them this morning and he did eat, kind of stayed at the same spot in the back of the tank at the top and waited for food to come by. There are also a few Silver Dollars, a pleco, a red tail black shark, and a banded leporinus in the tank but they all stay away from the Oscars and they are all small than them, and they are all fine. Here is a picture of what he is doing now, it's the black one in the pictures.

Another thing to add is that when I feed him he will come up to the top and go up to feed but he will miss the food completely like he can't see it but his eyes seem ok and he is reacting to us getting near the tank, swims up for food etc. so it seems like he can see. He will jump up and bite at the edge of the water but there is no food there, even when it passes right in front of him. If anyone has any ideas it would be greatly appreciated.

I've had him for a couple of weeks
tank is a 70g,
we have a hang on filter and a turnover of 6 times
nitrate-nitrite-ammonia is all zero, we did the water test with the tubes, not the strips
Tank mates are an Albino Oscar, half a dozen Silver Dollars, a Red Tail Black Shark, a Small Pleco, and a Banded Leporenus, all juvenile and all smaller than him except the other Oscar
Water changes between 25-50% 2-3 times a week
