He has been sick for the 2nd straight day now.

Tank size = 40 US gallons
Tank mates = platys, tetras, pleco, kuhli loaches
What he's fed = frozen bloodworms

I just did a water change today. He has been sick since yesterday. I have had him since March 2009.

He is barely swimming/moving, is not reacting to me (usually he is frightened by me, now he just stays put), and has lost color in his tail.

that doesn't look like color loss man, it looks like some bacteria/disease something is consuming him and killing him...research some freshwater diseases that look like the white cloudy thing, definitely not color loss in my opinion because it would be paler not whiter you know? thats my suggestion good luck saving it

its the gravel thats hurting its skin. they are very sensitive to that... it scratches them when they bury themselves and it opens them up to bacterial infections. i recommend getting rid of the gravel and replacing it with sand. just make sure the sand is aquarium safe!!! whether you move him to a quarantine tank with sand or just replace the gravel in that tank i think you should get him away from that stuff soon.

nice link, what are you feeding him? My peacock dosen't like anything but tetramin flakes (dunno why...) anyways, they don't have scales so that might be a fungal infection.
