Making a pond for my frogs. When glueing in the plexiglass can I use construction Silicone or should I use aquarium sealer?

GE Silicone I....same exact stuff that the brand name aquarium sealant is.
Make sure you actually get Silicone I and NOT the stuff that has the anti-microbial treatment in it. That will harm your turtles.

You can't use silicone with plexiglass (I'm assuming you mean acrylic). Glass is a porous surface while plexiglass is not. You can bond glass to glass with silicone, but it won't bond acrylic to anything. For that you need acrylic weld
