silt on top of water

Hi everyone. I have a 240 gallon tank and is reletively new- 3weeks running. I am running two Rena xp3's cannister filters. Right now the water is clear, but on the very top of the water I have silt or dust sediment. I think anyway. Is that what it is? I tested my water the other day and my ammonia level was medium and everything else is very low to zero. I know the tank is still going through it's cycle. I also just did a water change. Is this so called silt dangerous and how can I get rid of it? With the two xp3's there seems to be plenty of current running throughout the tank. Thanks

Put a few paper towels on top for a second or so and just pick them up it will take a while to clear up if you do not have anything skimming the top
 
I second surface aggitation. If you want to keep it to a minimum I suggest a Powerhead with a sponge prefilter pointed slightly up and towards the back glass blowing across the tank or a whisper internal filter with no or just bio media.
 
Thanks guys. I will try the surface tension method. That's what I was going to do, but I was just wondering what causes this. I see many tanks with no surface tension and yet they have no silt on the top of the water. Maybe its because the tank is still reletively new and there are still alot of sediment from the new rocks and gravel, even though I rinsed the crap out of both!
