Is a protein skimmer necessary in a fish only tank with no corals?
 
no, not really. especially so in small tanks.
but it will help water clarity and fish health

with the tank in you signature yes, cause that's a huge bioload.
also 55 is too big for water changes to take care of it.
and you will have to keep those fish in a bigger tank.
 
Yeah I need to update my sig. Ive got a 110 oceanic with 30 gal sump.My puffers were getting to big.:)
 
I would say with a FOWLR you deff need a skimmer. A protein Skimmer will help alot with a high bioload. It will pull all the broke down proteins out before they break down into nitrates. Also a protein skimmer helps with PH because of the gas air exchange that happens inside the skimmer.
