Should I scrub off the brownish slime stuff that sticks on the glass tank? Are those slimy stuff beneficial bacteria?
Please advise, thx.

If so, then what surface area in the tank are people talking about regarding beneficial bacteria?

There doesn't have to be a brown sludge for there to be bacteria, and you're not going to do anything to your tank by removing whatever's on your glass.

The stuff on your tank walls is probably diatoms, which grow in the presence of silicates (which they use to build their little shells) and phosphates.

If its brown, fairly easy to remove, and very slightly gritty then its diatoms.

'Beneficial Bacteria' is not slimy, in concentrations it looks more like tan~brown lint or pocket fuzz...

"It grows on surfaces" including substrate (gravel or sand), decorations (rocks, wood, plastic plants, etc, etc) as well as throughout your filter (bio media, sponges, charcoal, pipes, housing, etc)...
