I really want a pufferfish that are smaller (about 5inches) and a little more active than Tetraodon Miurus. I'm having my eye on a hairy puffer. Any idea ?

How active were you thinking? And what size tank?
Pao genus and many of the tetradons are somewhat inactive but will move around a bit. Most tetradons are pretty active though.
For common, super active puffers, look into green spot (6 inches) and fig 8 (3-4 inches). Both are brackish fish though.
Schoutodini are expensive but active. About 5 inches.
Perhaps the most active puffers are the Amazon puffer, about 3-5 inches, and the avocado/golden puffer, 3-4 inches.
Both come from high flow environments, especially avocado, so naturally move around a lot. Amazons are a schooling species so a group of at least 3 is a must.

Ive been fortunate to have kept two hairy puffers that were quite active fish. Granted when Im not in the room they are pet rocks but when they saw me they would come out and beg for food. If they knew I wasnt feeding they would settle down but still watch me carefully. My first puff passed away after about 8 years and my current puff is pretty new still but active. I had also kept an arrowhead and to me it was a dud, would just bury itself and wait to be fed... just boring. Ended up rehoming that one.

Ive always housed them in tanks bigger than they needed, 65B as a solo fish. And they use every inch of the tank swimming around and exploring.

A few hairy puffer pics:

My old puff always had a cave and would sit in wait watching what was going on.

I also had this one piece of driftwood that it would settle into as a perch and watch me.

My new puff is still quite young and I redid the entire tank decor since it was a new fish and I didnt want to be reminded of the loss of the other.

Hard to beat schoundenti- active, can be kept in groups, won't harass tankmates and they have been tank bred. a fish you may actually make money from if you were succesful. Also they look like mini mbu

Just hard with that price tag lol
Hopefully with the captive breeding they become cheaper.
