small tortoises

...it's pretty easy building a cage. I built one off of www.reptilecageplans.com It cost me about $95 to build a 3 foot by 2 foot by 2 foot wooden cage with sliding doors!!!!!

This would be a good size for the tortoises mention above.

tortoises don't understand the concept of a transparent solid, like glass. so they get stressed when they can't simply walk through it

Unless you like to hear the sound of a tortoise constantly banging it's shell against the glass of an aquarium I wouldn't get one. Tortoises don't realize they're confined when they can see the outside world though the glass. That's why if you want a tortoise you'll have to build something like a tortoise table for one or some type of enclosure where they can't see out.
 
Have you even decided on a particular tortoise?
It seems to me like you need to do more research on tortoise husbandry. Tortoises are high maintenance animals; most of their husbandry and dietary needs are beyond the scope of what most people are willing to offer once they realize they can't put it in an aquarium with a bulb, toss some store bought green at it, and honestly expect the animal to survive.
