Ok i have read 2 different things for the water depth of soft shell turtles. I have read that a soft shell turtle needs to have water shallow enough so that it can reach its head out of the water when it is buried in sand. I have also read that the water should be deep as possible. So which is it?

depends on age. 15cm is good for a hatchling. then just get it deeper and deeper. there very good swimmers and need alot of swimming space. what species are you looking at?

Both are true. They should have plenty of room to swim around if they want to and a shallow place to rest where they don't have to waste energy to breath. This can easily be accomplished by building a shelf or having levels in your setup.
