I think those are insect larva cucoons. Some larva build a small tube out of small gravel. Is this tank outside or near windows?

they would look like hydra to me. Harmless unless you have fry in the tank. Caused by overfeeding.
If they are "hydra" paradise fish (Macropodus sp) and other Anabantids eat them.
They have stem cells that are thought "not" to age, so in theory with enough food, they are immortal. And I agree they usually show up when tanks are overfed (especially with high protein foods) and gravel vac and water changes are not frequent enough.

Wow,I know that overfeeding could cause a white worm infestation but I wasn't aware that it also caused hydra.
Oh ya, I had a bad case of them in my 55 for a while. eventually they became very intriguing to me, I would feed single blood worms to the bigger ones, absolutely fascinating.
interesting critters, but I would eradicate them. remove the food source and they go away. I am thinking you have a also nematodes in the tank also and they are feeding on them. Hydra are hunters, they do not feed off nutrients in the water.
