I didnt know those turtles were illegal, I just saw one in one of the videos on monsterfishkeepers.com, I thought they looked really cool.

Technically, they're not all illegal. However, since there are no methods to determine if specimens for sale originate from the last of 3 countries still allowing their export, the solicitation for, or sale of, these turtles is not allowed on MFK.
Husbandry discussions are allowed.

Are there any turtles that can be kept with large fish like gars and stingrays?

Check recent threads since this subject has come up often lately. My advise on this matter is fish in fish tanks and turtles in turtle tanks. All available aquatic turtles are piscavores/carnivores. So, the risk of injury (or worse) to prized fish specimens is simply not worth the risk. Also, turtles create a large bioload that requires extensive filtration systems and maintenance. Fish, like rays, wouldn't have an easy time from fluctuating water conditions that turtles can easily cause.

get a turtle that stays tiny...like a male texas map turtle which max out at about 5 inches. he shouldnt bother really large fish too much

Map turtles, and most others, require a basking area and special lighting to maintain proper carapace health.

Map turtles are sexually dimorphic with males being considerable smaller than females. The typical adult size of males is 5 inches (12 cm) while females may reach 12 inches (30 cm) in length.
