i am confused to what you are talking about?? all cycled tanks have bacteria. so yes, you need bacteria but it can only be obtained by cycling your tank. i assume your nuetralizer is a dechlorinator so thats good youve done that. research cycling and see if you have done that. if so then add your fish.

Thats what I have done, I have added the Dechlorinator. But I have been told that Spangled perch are pretty hardy and Tap water can be fine, just try and keep it as neatural as possible, yet I dont know if that contributes to the Bacteria thing. But from what you've said, every fish tank, doesn't matter what type of fish, need bacteria. Did I understand you correctly?
 
yes. search cycling. it turns the waste into non harmful nitrates. by nuetral you must mean pH, which is fine. be sure you add dechlorinator when adding water.
 
Thanks guys. I have had the tank cycling for the past day, I am going to wait 5-7 more days before I get a Spangled.
I just need to check the ph, but I need to grab the Ph testing kit off a friend as mine is out of date..
