I have a spare 3 x 1 x 1.5 tank and like to keep snakeheads never done it before. wondering if i could keep maybe a pair in a tank this size? How sensitive are they to water conditions?

You should be able to house a pair of the smaller ones like bleheri or Sp.assam in that.
If you get a lot of plants the main thing will be temperature as they are both subtropical and prefer lower temps,at least in the winter. With moderate feeding and a well planted tank you really dont need to do much as they like "old water"
Just keep an eye on parameters ans if fine leave it be.A small warning...they are highly addictive and you might end up with a lot more :)

Are they the only 2 that would go in the tank?

Those are the small species i have experience with myself, but perhaps one of the smaller gachuas would work too.

If you keep a single specimin there are number of species you can keep. The issue with keeping pairs is you have to find a pair. It is not as simple as finding a male and female and putting them together. They are selective with there choosen partner. The usual practice is to get a least six and hopefully a pair will form. Assam and Bleheri are known to be fairly peaceful and possible to keep multiples together.

I would preffer more then one.

In that case i recommend assam or bleheri.
sexing assam is easy, seen from above the male have prominent cheeks almost like a chipmunk :) and a higher dorsalfin, usually with more blue in it.
The bleheri is harder, but adult males usually have bigger, broader and flatter head where females have more "bulletlike" heads.
Juvies are all hard to sex,so best is to do like Jelly said:buy a group and after a pair is formed sell the surplus.
