OP, any time you can breed festae is a good time. They will pick for you anyway.

They will when and if they want to. I have never had a female spawn less 7-8 inches in length and never before the second week in the month LOL.

If I may humbly add, start to think about a separation solution before they do.

There's a video somewhere on YouTube with a eggcrate used as a separator, where there's a hole cut (in the middle) only to fit the female, so she can move back and forth but the male stayes on one side.
