Any Of these need anything special or will they be fine if water is at:

pH: 6.0 - 7.0

Ammonia: 0.0

Nitrites: 0.0

Nitrates: 0.0

Temperature: 70° F

And i have this light bar:

Dwarf hairgrass might prove to be a little challenging for a beginner due to their requirements...

High light / Co2 / Ferts / Good substrate / and once it gets going, regular pruning due to the runners it sends out...

Duckweed is another plant i would avoid, but not due to its difficulty, but the fact once its in your tank it is almost impossible to remove completely and the fact once it multiplies like crazy can really block light from getting to the bottom of the tank...

Anyway, it seems like you are heading in a better direction now (especially with lighting choice), so keep up with the research...

Also a little extra info for you, depending on what sort of hardscape you go with i.e wood or rocks etc, that will also alter PH and water chemistry over time ;)

Tlindsey is also right btw in saying you will probably need to still dose some basic ferts..,
 
No plants will grow with 0 nitrate, and pretty much all of them need some macros/micros (iron, magnesium etc.) that are probably not available in fishfood to grow well.
The African Lotus is a rootfeeder, and will need a rich substrate. It also loves light, so while that lightbar is probably enough I have a similar, smaller unit working quite well on a 55 (I am no expert.), but the more light you give it, the happier it will be. It is also enormous.
If you google "Walstad tank", or "Diana Walstad", you will see a really cheap and easy way to solve the fert problem.

So I am planning to stock the tank as follows so I know there will be plenty of Nitrates.

Dwarf Gourami x1
Neon Tetras x5
Zebra Danios x5
Redline Rasbora x3
White Cloud Minnow x5
Yellow Mystery Snails x3

Is that to much or is it good?

Lol at your i know there will be nitrates comment...

Just because you have plants doesnt automatically mean you can overstock a tank, for overstocking you would probably need an algae scrubber & a sump...

Think of it this way as well, plants take time to settle in and start growing, so its not like once you place them in the tank they'll start absorbing all the excess nutrients..

Low light plants like anubias will also do next to nothing where as some pothos with just the roots in the water (plant outside of tank) will absorb a lot more...

Eitherway though, i would say tank sounds overstocked with that many fish, especially guppies that like to breed...

He never mentioned tank size. It could be 2.5gal or 750 gal.

You will not get very many survivng guppy fry with stocking like that. You should look into substrates, root tabs, and liquid ferts, as micro/macronutrients will likely be a bigger issue than nitrate. You can always dose nitrate to get your plants to grow more, but getting high nitrate to come down requires a lot of work in the form of waterchanges.
