For a sponge filter, do the bubles come outa the sponge or the pipe?
 
When you install a new sponge filter, place the sponge completely under water and squeeze the sponge towards tha base plate. This will release trapped air in the foam. You may need to do this several times before the sponge filter assembly sinks on its own. Once it sinks, attach the airline and let er rip. Bubbles should only come up from the standpipe since the water movement in the standpipe causes suction to the water drawn through the sponge. If air is coming from the sponge, the airline/stone is in the wrong location.

Sure. The gray one is what I use in small (55 gal or less) tanks. The white one is used in 300+gallon tanks.

I buy the gray filters from a seller on aquabid for around $4/ea. He buys all his materials at bulk discounts and sells over 1000 of these filters a month. I can't make these filters for that price so, I buy them by the case lot from him.
As far as where to get the materials... couldn't tell you. At $4 a shot, why would I even bother looking.
