Spots on a silver arowana

Hello, My baby silver arowana which is 7 inches long has some weird black dots all over his body. I dont know what it is, but Im starting to get worried. He also stays at the bottom of the tank laying still, Only moves when I get near the tank though. My other arowana which is 10 inches long is doing fine. so I dont know what the problem is. could anyone help me out?
 
When an aro rests at the bottom, its not a good sign...It might be agression since you've got 2 aros.

Does it just sit at the bottom, or does it look as if it is avoiding the other arowana? The black spots could be missing scales. Have you seen any aggression or fighting between the two?

yea like Bderick said black spot could be missing scales and if its sitting at the bottom either bad water or its scared
