Small mid-water to top-water fast schooling fish would have the best chance. Pea puffers, like most other puffers, are fin-nippers.
My peas did great in a 40 plant tank, heavily planted, with lots of overhangs and caves. No tankmates. Within 10 months I was noticing baby peas swimming low in the foliage.
I also seeded the tank with gammarus, clam shrimp, copepods, and micro-crabs. The peas ate freely but, could never completely wipe out the live food. They were also fed lots of bloodworms, baby crayfish, and baby moon snails from my other tanks.
