They diffuse the water that is being returned to the tank.

it's basically a bar that has like 10 tiny holes in it so that i can either shower your tank from above or, make it like a f"ountain" from underneath

why would you want to difuse the water? to slow the current in the tank?

It can be for several reasons. Two reasons are, to reduce the pressure of the output from the filter/pump, create more uniform surface agitation.

For aeration after above too. also used to evenly distrubute water over (pre) filter material in W/D.
