Spring cleaning

Ok i did my annual cleaning of my outside pond today. Tomorrow will be the inside tank that i have yet to fill. But the real problem was the outside pond. I found a bird skull in it!!!! And we put a net over it for fall and winter. To keep leaves and ect out. But it still seemed to have scum like crazy in the bottom. I got a 5gal bucket full. I was wondering how u guys care for ur outside tanks. And keep the scum and leaves out. Any information will help.
 
Scum as in decomposed leaves? Having a pond under or near a tree is gonna yield leaves in it at some point. Decomposing plant matter will add to your nitrate levels. Try to attack the sludge whenever you can. Don't let it build up for a year. If a bird has time to fully decompose before you notice it, you are not maintaining your pond as you should.

I cleaned it before winter too. And once in the summer. Like in the middle. And it was decomposing leaves.
