They are not illegal to import, but Thailand doesn't allow them to come out. However, Thailand can't stop the fish from swimming to Laos, Cambodia, or Myanmar (Burma). Only when the fish is listed in Cites, then it's illegal to buy/sell them

With tension running high in Thailand right now, it might get more expensiver for the fish!

the high demand for STs led to overfishing in the wild and thus, resulted in the ban of exporting them out of thailand. but once outside the country, STs can be sold
