Its just a term that reflects how visible the bars are. Unstable = brown or splotchy, Stable = defined bars.

For me...I would go one further and also include the base color.

I consider a 'stable' tiger one with full visible bars and a strong yellow base color.

And yes tigers can become stable.

This is the same fish as the one in the first pic.

It took 3 years but something must have triggered it.

stable/unstable is a strange topic. some dats are always stable, some are never stable and some go back and forth throughout the day. changing colors is natural to dats. some will only go stable when feeding and will go unstable while theyre resting
 
same with different types of tiger

ST are stable most of the time
IT different fish different level of stability
AT stable most of the time
NGT are strange i had one that was stable all the time but when someone new entered the room it would go wash out and play deat
